Seattle Office of Housing: 2025 Utility Estimates for Incentive Programs

The new 2025 Utility Estimates have been published by Seattle Housing Authority, which has historically been updated every few years. (OH) has published the new 2025 Renter’s Insurance Estimates obtained from the Office of the Insurance Commissioner for Washington State. These updates will impact projects participating in the Incentive Programs that require tenants in restricted units are expected to possess renter's insurance. Additionally, they may also need to cover partial or total utility expenses.

Updates to the Utility and Renter’s Insurance Estimates are effective: 

•              Immediately for all new residents

•              May 1, 2025, for all current residents 

Due to the increase in estimates, it might be necessary to reduce rent for tenants that are currently paying the highest contract rent. If you maintain a healthy buffer between the contract rent and the maximum rent limit, this should not be an issue.
